Recent demonstrations in Iran : A saga of truths, half-truths and untruths

The news about the widespread public demonstrations across Iran has stormed international media since the beginning of January. The Western Media is visibly excited about it all, and also over the assumption that it will put an end to the so called ‘present regime’ there. The story we know so far has been narrated by these news channels. To know the truth and to separate it from the half-truths and lies, Char Nombor Platform spoke to Prof Seyed Mohammad Marandi of University of Tehran. Prof Marandi is an internationally acclaimed expert on global politics and the politics of the West Asian and the Middle Eastern countries, and his views are frequently taken by the international media such as the BBC, CNN, Al Jazeera and so on. A short interview was carried out through whatsapp and email. We are grateful to Prof Abbas Edalat of Imperial College of London for introducing us to Prof Marandi.

 

Thank you very much, Professor, for agreeing to speak to us. Let us start with the basics. How did the unrest begin? Were people readying for a showdown? Is it true that it all started after the budget speech of President Rouhani (source Financial Times)?

Thank you Bratindra. No, it had nothing to do with the budget speech. Don’t take Western media too seriously when it comes to Iran. It is almost always very misleading. There was no so called showdown. There have been protests over the past few months repeatedly, with regard to the collapse of two financial institutions where a lot of people lost a lot of money, and also that of a project in the city of Mashhad, where the recent peaceful protest took place first. People in Mashhad especially were hurt by the collapse of the project. So, these protests have been staged in Tehran over the past few months, for example regularly in front of the parliament, to put pressure on the government to do something about the losses that ordinary people had sustained. So, there was a peaceful protest in Mashhad on the same issue, and then in the middle of the protest a small group of people came in and started chanting very radical political slogans, first against the President, then the political and government institutions, the Leader and so on and so forth, and they became very violent. They started damaging public properties. Then on the subsequent day we saw through social media apps and satellite TV channels in Persian broadcast from the West calls for people to gather in different cities to attack public facilities. It was being done openly. Then we had riots in different cities and towns in the country. On the second day about 30 cities got affected, and on the third day it spread to about 50 cities and towns.

Therefore, what was a peaceful protest of people venting out their economic grievances was hijacked by the rioters. No peaceful protester has been detained and only rioters have been arrested. The rioters have been led and motivated by people living in the United States and Europe through social media. As I have already told you, through these social media apps they were instigating people to embark on violence, and attack police stations, military bases and so on. These instigators were teaching people how to make Molotov cocktails and other weapons for using in the violence. So, a clear distinction must be made between the peaceful protestors and the rioters. These rioters, while small in numbers, were spread out across the country. They not only killed a number of police officers, but also ordinary civilians. For example, they hijacked a truck and pushed it down a hill killing a family who was travelling by car. There have also been very large protests across the country against the riots. Interestingly, the western media regularly used clips and pictures of the anti-riot protests implying they were anti-government protests which were very misleading. In some cases, the western media used clips from outside Iran, such as Bahrain or Argentina to make viewers believe the rioters were peaceful and large in numbers. So again, one should not take the western media too seriously.

‎What are the original/main demands of the protesters? Have their demands changed over the last couple of weeks? I mean, do you see a change in the direction of the protest?

Concerns of the protestors have existed for a long period of time. They wanted to be compensated for the money that they lost. These protests were not new, and have been going on for a long time. Then came the rioters. Those behind the riots incited people to embark on violence. Many of them are based in western countries, representing known notorious terrorist groups, such as Mujahideen-e-Khalq in which killed 17,000 Iranians through assassinations and bomb attacks in the 1980s. Then they went to Iraq and fought for Saddam Hussain against Iran during the Iran-Iraq war. Then they went to the western countries where they were protected and supported ever since. Their central base is in Paris, but they have offices throughout Western Europe and North America. So, these known terrorists who have killed so many innocent people in Iran and have fought for Saddam Hussain against Iran, they are funded by western governments and from western territory they openly use internet, satellite TV and social media apps, to call for violence, to teach the means of violence and to lead the violence.

In 2009, when there were riots in London, the authorities including the British Prime Minister seriously thought of shutting down social media, as it was being used by the rioters to spread violence. The social media companies cooperated with the Government and helped arrest the rioters. For example, two people were put in jail, each for four years, simply for telling people where to gather through social media. So, in the West it is illegal but in the case of Iran western governments actually help the riots.

There was no change in direction of the protests. The protestors had nothing to do with the riots. They have actually stopped protesting, as they do not want to be seen as associated in any way with the rioters.

‎The developed countries have expressed their happiness over the unrest, and look at it as a catalyst which will fuel a change in the regime. Recently, the EU has also expressed its view which toes a line similar to this. What do you have to say in response? Do you perceive any threat to the Government of Iran?

Well, Western countries have an antagonistic view towards Iran which has existed for almost four decades now. It is basically because of Iran’s independent foreign policy. Iran’s opposition to apartheid in Palestine as well as its opposition to apartheid in South Africa until it ceased to exist, were two key issues that angered many western governments. So, I think it is only natural for them to oppose Iran. On the other hand, they support regimes like Saudi Arabia that spread Wahhabism and extremism, or Israel which is backing Al Qaeda on its border with Syria and openly supporting them. It tolerates ISIS along the border as well. These types of regimes are ‘friends’ of Western powers. But in the case of Iran, which has local elections, parliamentary elections, Presidential elections with very heavy turnouts and elections for the body that chooses the Leader and can remove the Leader – tolerance is not even demonstrated. In Iran, there is an indigenous democracy. Unlike many other US allies which thrive on dictatorships, Iran has public participation in the political system. Therefore, it is not because of any flaws in the Iranian system of democracy, but because of Iran’s strong moral stand in the cases concerning Palestine, the extremist groups in the region, etc., which make it unpopular in the West.

There is no threat to Iran. The Iranian Government is supported by the general public. Recently we had Presidential elections as well as the local elections. The voter turnout was over 73 per cent, which shows that there is a high degree of popular legitimacy. Therefore, there is enormous exaggeration by Western media of whatever happens here.

In general what we see from the West is that on the one hand Iran is always perceived as a backward, unpopular, irrational and always on the verge of collapse. That it is a so called ‘regime’ with no popular support. But on the other hand, this country which is always supposed to be moving towards ‘collapse’ is always a growing threat somehow. It is paradoxical. How can a so called ‘regime’ which is on the verge of collapse, increasingly become a threat to the whole world from the US perspective? That shows the inconsistencies in the narrative on Iran.

I should also like to point out that the Persian language media that is based in the West, including BBC Persian, VoA Persian, which are owned by governments, they were trying to create a sense of crisis in Iran. In other words, Western governments were trying to fuel the flames of the riots. But they were not very significant and as I have said, many clips shown in the media had nothing to do with the riots. They were either old clips, or they were actually clips of the anti-riot protestors, or they were clips of the people of Bahrain who were protesting the pro-Western regime and the pro-Saudi regime there.

‎The western media seem to be very upbeat and happy about it. What do you have to tell them to obviate the exaggerations they may be cooking up?

Well, the interpretation in many Western countries of the events in Iran is almost always based on wishful thinking. They want to believe that the Iranians somehow want to move into the Western fold. They want to believe that the people cannot like a government which is not subservient to the West. They want to believe that it is their Western regimes that are the only legitimate form of governance in the world. That other cultures and other values are simply inferior. It is because of these views and how they become entangled in their interpretation of events and reporting that they are always miscalculating when it comes to countries like Iran. The fact is that they have been predicting Iran’s collapse for almost four decades now, and they have been portraying it as irrational, dangerous. They have been ridiculing the country. They have been creating constant caricatures of events happening here. I think this is something we will continue to see, even as the fortunes of the Western countries continue to decline across the globe and in this region as well.

চার নম্বর প্ল্যাটফর্ম : আপনাকে ধন্যবাদ জানাই অধ্যাপকমহাশয় প্রথমে আমরা জেনে নিতে চাই ইরানে সাম্প্রতিক জনবিক্ষোভের সূত্রপাতের কথা ইরানের মানুষ কি দীর্ঘদিন ধরে এর প্রস্তুতি নিচ্ছিলেন? এ-কথা কি সত্য, যে এই বিক্ষোভের সূচনা হয়েছে প্রেসিডেন্ট রূহানি-র বাজেট বক্তৃতার পরেই (সূত্র – ফাইনান্সিয়াল টাইমস)?

অধ্যাপক মারন্দি : ধন্যবাদ আপনাদেরও। না, এই জনবিক্ষোভের সঙ্গে প্রেসিডেন্টের বাজেট বক্তৃতার কোনও যোগই নেই। একটা কথা বলে রাখি — ইরানের বিষয়ে কথা বলতে গেলে পশ্চিমী সংবাদমাধ্যমকে নিয়ে মাথা বেশি না-ঘামানোই ভালো। প্রায় সবসময়ই তারা সম্পূর্ণ ভুল তথ্য দিয়ে থাকে।

বিগত কয়েক মাস ধরে ইরানের সাধারণ মানুষ সরকারের বিরুদ্ধে তাঁদের বিক্ষোভ জানাচ্ছিলেন। ইরানে সম্প্রতি দু’টি আর্থিক প্রতিষ্ঠানের পতন হয়েছে। এর ফলে অনেক মানুষ আর্থিকভাবে ক্ষতিগ্রস্ত হয়েছেন। এ-ছাড়াও মাশাদ-এ একটি প্রকল্প বন্ধ হয়ে যাওয়ার ফলেও অনেকে ক্ষতিগ্রস্ত হয়েছেন। এইখানে বলে রাখা ভালো, প্রথম বিক্ষোভ-প্রদর্শন শুরু হয়েছে মাশাদ-এ। অনেক মানুষ তাতে যোগ দিলেও তা ছিল একেবারেই শান্তিপূর্ণ বিক্ষোভ। তারপর তেহরানেও বিক্ষোভ দেখানো হয় — সংসদ ও অন্যান্য সরকারি কার্যালয়ের সামনে, যাতে সাধারণ মানুষের দুর্দশার কথা সরকারের কানে পৌঁছয়, এবং তার মোচনের জন্য সরকার দ্রুত ব্যবস্থা নেন।

মাশাদ-এ বিক্ষোভ চলাকালীন তাতে হঠাৎ কিছু লোক যোগ দিয়ে নানানরকম আপত্তিজনক ও র‍্যাডিকাল স্লোগান দিতে থাকে — প্রেসিডেন্ট রূহানি-র বিরুদ্ধে, আমাদের সুপ্রিম লিডার বা সর্বোচ্চ নেতার বিরুদ্ধে, সরকারের বিরুদ্ধে। স্লোগানের সঙ্গে তারা মারমুখী চেহারা ধারণ করে, এবং জনগণের সাধারণ সম্পত্তি ভাঙচুর করতে শুরু করে। এর পরের দিন আমরা দেখলাম সোশ্যাল মিডিয়া অ্যাপস এবং বিবিসি-র মতন পশ্চিমা দুনিয়ার কিছু চ্যানেলের ফার্সি সংস্করণ ব্যবহার করে দেশের বিভিন্ন জায়গায় লোক জড়ো করে তোলার চেষ্টা। দিনের আলোয় করা হল কাজটা, কোনওরকম রাখঢাক না করেই। এরপর শুরু হল দাঙ্গা। দ্বিতীয় দিনে তা ছড়িয়ে পড়ল ত্রিশটা মতন শহরে, আর তৃতীয় দিনে সারা দেশের প্রায় পঞ্চাশটা শহরে। এতদিন যা ছিল আর্থিক দুর্দশা জনিত ক্ষোভের শান্তিপূর্ণ ও অহিংস জ্ঞাপন, তা এবার লুঠ করে নিল দাঙ্গাবাজেরা। এতদিন এইসব ঘটনায় যা গ্রেফতারি হয়েছে, তার মধ্যে শান্তিপূর্ণ পথে বিক্ষোভজ্ঞাপনকারী কেউ নেই। আছে শুধু এইসব দাঙ্গাবাজেরাই।

বলতে দ্বিধা নেই, এই দাঙ্গাবাজদের উদ্বুদ্ধ করা হয়েছে অ্যামেরিকা এবং ইউরোপ থেকে। এদের বলা হয়েছে পুলিস থানা আক্রমণ করতে। বলা হয়েছে মিলিটারি বেস আক্রমণ করতে। এরা শিখিয়েছে ধাপে ধাপে কীভাবে বানাতে হয় মলোটভ ককটেল আর অন্যান্য অস্ত্র।

সে-কারণেই, প্রথমেই আমাদের আলাদা করে নিতে হবে, বুঝে নিতে হবে কারা ছিল বিক্ষোভকারী আর কারা চেয়েছিল শুধুই দাঙ্গা বাধাতে। এই দাঙ্গাবাজেরা সংখ্যায় কম হলেও ছিল সংগঠিত, এবং সারা দেশে ছড়িয়ে। এরা পুলিস খুন করেছে। খুন করেছে সাধারণ নিরপরাধ মানুষকেও। একটা ট্রাক লুঠ করে তারপর সেটাকে এরা গড়িয়ে দিয়েছে পাহাড়ের ঢাল দিয়ে, যা গিয়ে পড়েছে পথচলতি একটা গাড়ির ওপর। সেই গাড়িতে যাচ্ছিল একটি পরিবারের কিছু লোক। তারা সকলেই নিহত হয়েছে।

পশ্চিমী সংবাদমাধ্যম যা বলছে না, তা হল — দেশে এইসব দাঙ্গাবাজেদের বিরুদ্ধেও বিক্ষোভ দেখাচ্ছেন সাধারণ মানুষ, যারা পথে নেমেছিলেন নিজেদের দাবীদাওয়া নিয়ে। এর বদলে তারা দেখাচ্ছে এমন কিছু ভিডিও ক্লিপ আর ছবি, এই বিক্ষোভের সঙ্গে যার কোনও সম্বন্ধই নেই। এই সমস্ত সংবাদমাধ্যমে ইরানের নামে দেখানো হয়েছে বাহরিন বা আর্জেন্তিনার ক্লিপ ও ছবি। এই কারণেই বলছিলাম, এদের কথায় খুব বেশি কর্ণপাত করবেন না।

চার : এই দাঙ্গাবাজেদের বিষয়ে আরেকটু বিস্তারিত বলুন

অধ্যাপক : যে কথা বলছিলাম — এই দাঙ্গাবাজেরা চালিত হয়েছে পশ্চিমী দেশগুলোর থেকে। ইংল্যান্ডের মুজাহিদিন-এ-খাল্‌ক-এর মতন ভয়ঙ্কর সন্ত্রাসবাদী দল এদের মদত দিয়েছে। এই দলটা আশির দশকে ইরানের সতেরো হাজার মানুষকে খুন করেছে। এরাই সাদ্দামের সঙ্গে ইরান-ইরাকের যুদ্ধে ইরানের বিরুদ্ধে লড়াই করেছিল। পশ্চিমী দেশগুলোর পৃষ্ঠপোষকতায় এরা এখনও টিঁকে আছে। প্যারিসে এদের কেন্দ্র, আর এদের কার্যকলাপ সারা ইওরোপ আর উত্তর অ্যামেরিকা জুড়ে ছড়িয়ে রয়েছে। সোশ্যাল মিডিয়া আর স্যাটেলাইট টিভির মাধ্যমে এরা দাঙ্গা সংগঠিত করেছে, তারপর ছড়িয়েছে।

একটা মজার কথা বলি। ২০০৯ সালে যখন লন্ডনে দাঙ্গা হয়, তখন সে-দেশের সরকার সোশ্যাল মিডিয়া পরিচালক সংস্থাগুলোকে অনুরোধ করে তাদের সম্প্রচার বন্ধ রাখতে, ও অপরাধীদের চিহ্নিতকরণে সাহায্য করতে। এদের সাহায্যে কিছু অপরাধী ধরাও পড়ে। সোশ্যাল মিডিয়ায় দাঙ্গা ছড়ানোর অপরাধে কিছু মানুষের জেল পর্যন্ত হয়। কিন্তু ইরানের ক্ষেত্রে এদের এই ভূমিকা দেখা গেল না। হয় তো ইওরোপে যা অপরাধ, ইরানে তা নয়!

চার : আমরা দেখছি, উন্নত দেশগুলো ইরানের এই সমস্ত ঘটনাক্রমে একটা চাপা উল্লাস প্রকাশ করছে বলছে, এর ফলে ইরানের শাসনক্ষমতায় পরিবর্তন আসবে গত বৃহস্পতিবার ইওরোপিয়ান ইউনিয়নের তরফেও এমন কথা বলা হয়েছে এ-ব্যাপারে আপনি কী বলবেন? আপনি কি মনে করেন ইরানের সরকারের অস্তিত্ব বিপন্ন?

অধ্যাপক : দেখুন, ইরানের প্রতি পশ্চিমী দেশগুলোর বিরাগ প্রায় চার দশক ধরে স্থায়ী। এর আসল কারণ ইরানের স্বাধীন পররাষ্ট্রনীতি। আগে সাউথ আফ্রিকায় আর এখন ইসরায়েলে বৈষম্যের বিরুদ্ধে ইরান সোচ্চার। এই দুই কারণে, আর অন্যান্য কিছু ইস্যুতেও এদের ইরানের উপর রাগ। অথচ, ওয়াহাবি মত আর চরমপন্থার পোষক সৌদি আরবের সঙ্গে এদের সখ্য। সিরিয়ার সীমানায় ইসরায়েলের প্রশ্রয়ে আল কায়দার বাহিনী মোতায়েন হলেও সেটা এদের চোখে পড়ে না। এই ধরণের দেশই এদের বন্ধু। অথচ ইরানের মতন দেশ, যেখানে নির্বাচিত জনপ্রতিনিধিরা সংসদ বা আঞ্চলিক সংগঠন চালনা করেন, যেখানে প্রেসিডেন্ট নির্বাচনে মানুষ অংশগ্রহণ করেন বিপুল সংখ্যায়, যেখানে সুপ্রিম লিডারকেও নির্বাচিত হয়ে আসতে হয়, এমন দেশ নিয়ে এদের আপত্তির শেষ নেই। সুতরাং, এইসব দেশের আপত্তির কারণ যতটা না ইরানের সরকারের কাজকর্ম, তার থেকে অনেক বেশী ইরানের বিদেশনীতি।

আমার মনে হয় না এই বিক্ষোভের সে-অর্থে ভয় পাবার মতন কিছু আছে। ইরানের সরকারের প্রতি দেশের সাধারণ মানুষ আস্থাবান। প্রেসিডেন্ট নির্বাচনে ইরানের তিয়াত্তর শতাংশ ভোটার ভোটদান করেছেন। দেশের গণতান্ত্রিক ব্যবস্থায় আস্থা না-থাকলে কি এটা সম্ভব হত?

পশ্চিমী দেশগুলো ইরানকে পশ্চাৎপদ, পতনোন্মুখ ভাবতে আনন্দ পায়। দেশের সরকারের কাজকর্মকে তারা অযৌক্তিক ভাবতে ভালোবাসে। কিন্তু আবার এই পতনোন্মুখ দেশ, যাকে না কী সাধারণ মানুষ একেবারেই পছন্দ করে না, একেই ‘শয়তানের অক্ষ’ বা অ্যাক্সেস অফ ইভিলের অংশ বলে মনে করে। এটা একটা ধাঁধা নয়? এর থেকেই ধারণা করা যেতে পারে, ইরান নিয়ে পশ্চিমের ধারণা কতটা গোলমেলে।

আসলে এরা এটা মনে করে শান্তি পায়, যে ইরানের মানুষ কোনওক্রমে পশ্চিমের কাছে নিজেদের সমর্পণ করার জন্য উন্মুখ হয়ে আছে। এরা ভাবতেই পারে না, পশ্চিমের ধামাধরা না হয়েও কোনও দেশের সরকার সুষ্ঠুভাবে চলতে পারে। এদের কাছে পশ্চিমী সভ্যতার শিক্ষাগুলোই শেষ কথা, বাকী সব তুচ্ছ ও অবান্তর। ইরানকে নিয়ে নিন্দেমন্দ, তুচ্ছতাচ্ছিল্য আর ষড়যন্ত্র, আমার মনে হয় আগামী আরও কিছুদিন আমাদের দেখে যেতে হবে, যতদিন এদের গৌরব সম্পূর্ণ অস্তমিত না হচ্ছে।
